Russian Permanent Representative to the United Nations (UN) Vassily Nebenzia presented photographic evidence to the UN Security Council of Kyiv’s attacks on the Zaporizhzhia nuclear power plant (ZNPP). He added that some involved NATO-supplied weapons and further asserted that Moscow does not use the site as a military base.
“Despite the false statements of the Kyiv regime and its backers, Russia has not placed heavy weapons on the territory of the ZNPP and does not use the station for military purposes,” the diplomat said during the UN’s emergency session on August 23.
He volunteered the Russian Ministry of Defense to provide the International Atomic Energy Agency, the international organization that inhibits the use of nuclear energy for any military purpose, with high-resolution images showing that weapons are not placed on the territory of the station.
Aside from the photos that showed the shelling of Ukraine President Volodymyr Zelensky’s troops on the nuclear plant, Nebenzia also provided information on the timeline of strikes, named the Ukrainian artillery unit involved and specified which strikes featured M777 howitzers given to Ukraine by the United States Department of Defense.
“It seems that our colleagues exist in some kind of their own parallel reality, in which the Russian military shells the plant it is protecting, using American systems at that,” Nebenzia stated.
According to him, the U.S. and its allies are to be blamed for encouraging Ukraine to attack the power plant, even for the car bomb that killed Russian journalist Darya Dugina in Moscow over the weekend. He denounced some NATO officials for rejoicing in the horrible event.
Moreover, Vladimir Rogov, a member of the ZNPP region military-civilian administration’s council, claimed that the attacks on the nuclear power plant were agreed upon with the U.S. and the United Kingdom.
“We see that these shelling attacks were agreed with the Americans and the British, that it is not Zelensky’s personal initiative,” he said during a Rossiya-24 interview.
According to Rogov, all shelling episodes are registered at the nuclear plant: from where and from which weapons. “I would recall that weapons of the 155mm caliber are American and British – heavy artillery of the M777 type, HIMARS rocket systems, American guided missiles and rockets,” he said.
The Russian government has been sending notices to the Biden administration to stop encouraging Ukraine from attacking ZNPP and to cease further provocation. “The United States continues to act with no regard to other countries’ security and interests, which contributes to an increase in nuclear risks,” the embassy said in a statement on its Telegram channel.
The Russian consulate also urged the U.S. to “take a closer look at its own nuclear policy instead of making unfounded accusations against the countries whose worldviews do not coincide with the American ones.”
“Our country faithfully fulfills its obligations as a nuclear-weapon state and makes every effort to reduce nuclear risks,” the diplomats said in answer to U.S.’s accusation that Moscow is using ZNPP as a cover for its soldiers.
A couple of weeks ago, news outlet NPR made an analysis of satellite imagery and posts on social media platforms over the past month to look into how an escalating conflict at the plant is drawing ever closer to critical safety systems and radioactive materials, increasing the chance of a nuclear disaster.
“Satellite imagery from the company Planet taken in early July and over the weekend shows Russian troops positioned inside the plant perimeter, along with some of the damage caused by military strikes around the nuclear facility. The fighting comes at a time when Russia is attempting to formally annex the Zaporizhzhia region, where the plant is located,” NPR reported.
Meanwhile, an analysis from the Institute for the Study of War suggested that the renewed nuclear tensions started when the U.S. delivered heavy and high technology weaponry to Ukraine to strengthen its military defense.
